TALBOT TRAIL RINGETTE LEAGUE
RULES OF PLAY

The O.R.A. GAMES AND TOURNAMENTS REQUIREMENTS revised May 6, 2002 shall be the Official REQUIREMENTS for all T.T.R.L. teams and games, with the following additions and exceptions: (in the event of a conflict between the T.T.R.L. rules and the O.R.A. rules the T.T.R.L. rules shall govern)


GENERAL
1.1 All players must meet O.R.A. Player eligibility rules.

1.2 Any fines levied on T.T.R. L. by Western Region or the O.R.A. as a result of the actions or omissions of an Association shall be paid for by the Association that caused the fine.

1.3 Each Association has the right to form each team as they desire within the O.R.A. rules.

1.4 All Associations shall use the O.R.A./Ringette Canada game sheets the home team is responsible for supplying the game sheet.

1.5 The home team is responsible for filling out the top portion of the game sheet including game #, date, rink, time, division, visiting team name, home team name. The team roster and the coaching staff are the responsibility of each team. Last name and initial (first name preferred) is mandatory.
 


TEAM REGISTRATION
2.1 Each team coach shall carry, at all games, a copy of the teams TRF and any two team player contracts for players on the team under a two team contract.

2.2 Any Association wanting to add an overage player shall request in writing (proving the necessary details regarding the request), to the T.T.R.L. for approval. T.T.R.L. will then apply on behalf of the Association to Western Region for approval (note: A letter/form to substantiate overage player approval must accompany any T.R.F. submitted to any Tournament Host).

2.3 Teams with overage players are not eligible to represent T.T.R.L. at the Regionals on the championship side.

2.4 Player Substitutions

2.4.1 Player substitutions rules for T.T.R.L. league and exhibition games shall be the same as the O.R.A. rules for Player Substitutes for Invitational Tournaments (section 3c(vii) revised May 6, 2003), except that for the Belle division where the association can draw from another Belle team at an equal or lower level .

2.4.2 A player playing up will be so indicated on the game sheet, to the left of the players name by the letter corresponding to the division of play where that player normally plays.

2.4.3 The same player may move up three (3) times in league play or for one tournament; if a player plays up in excess of this, that player must remain up for the remainder of league play, including playoffs (except for the goalie as per O.R.A.

2.5 Bench staff regulations shall be as outlined in the O.R.A. operating manual under the Coaching Development section. All bench staff shall be properly qualified as per Bench staff Qualifications grid and shall be strictly adhered to.

2.6 There shall be no more than five persons (i.e. coaches, manager, trainer, and assistants allowed on the bench at any one time.

2.7 Any person who is signed with their Association as coach or manager may coach or manage for another Association in the league.

2.8 The person who is signed with the team as coach/manager is deemed to be the person responsible for that team before, during and after the game for the purpose of cancellations and rescheduling of a game.

2.9 Each Association will provide to the Secretary coaching staff and referee in chief phone numbers and email addresses for the distribution to the other Associations by October 15th.


GAMES
3.1 A team shall consist of no less than seven (7) players at the end of the first period; a minimum of five (5) players is required to start the game. Other players may join the game as they arrive as long as their name is on the game sheet.

3.2 Whenever possible a game shall consist of two (2) fifteen (15) minute periods, stop time, or fifty minutes after the scheduled start time of the game if the arena has a curfew.

3.3 If additional time is available prior to the curfew, and both coaches and the referees agree to play in order to use up this time, the game shall end before additional time is shown on the clock. No further scoring or penalties other than match penalties shall be shown on the game sheet.

3.4 The away team shall change sweaters in the event of a sweater colour conflict, as determined by the referee.

3.5 Each Association is to maintain a record of game results for all teams playing in the T.T.R.L.. Score sheets MUST BE FILLED IN COMPLETELY with players names, numbers, date, division of play and ESPECIALLY THE GAME NUMBER. Game results are to be entered on the T.T.R.L. website by the home team by 11:00pm each Monday night for the games played the previous week. Western Region GRFs must be completed and forwarded electronically to the T.T.R.L. Statistician by the 2nd day of the following month. Failure to do so will result in a fifteen (15) dollar fine to the home Association, per infraction. This applies to all games tournament, exhibition, or league, within or outside of T.T.R.L..

3.6 Cancelled Games

3.6.1 All cancelled games must be rescheduled as described below or the canceling team will be fined $25.00. THE TEAM CANCELLING MUST ADVISE THE OPPOSING COACH AND THE T.T.R.L. STATISTICIAN CONFIRMATION/ACKNOWLEDGEMENT OF THE CANCELLATION MUST BE RECEIVED BY THE CANCELLING COACH IF DIRECT CONTACT WITH THE OPPOSING COACH IS NOT MADE.

3.6.2 A cancellation must be made seventy-two (72) hours in advance of the scheduled game, except in the case of poor weather conditions, proof of transportation breakdown, or team vehicle accident. Failure to comply will result with the offending team paying the referee and a portion of the ice costs at the discretion of the home association and the forfeiture of the game.

3.6.3 The home team will have 7 days from the time the canceled game was to be played, to offer the visiting team two alternate dates.

3.6.4 When the alternate dates are offered, there must be at least three days between the two dates.

3.6.5 The visiting team must be notified at least 5 days before the earliest alternate date. At this time the league statistician must be notified of the cancellation and the alternate dates offered to the visiting team.

3.6.6 The visiting team must notify the home team of the date selected to play within 2 days. At this time both teams must notify the league statistician of the date the game is to be played.

3.6.7 If, in league play, for seeding purposes (prior to Christmas) a coach, based on previous games that season feels the team would not be competitive with their opponent, has the right to cancel the game. This cancelled game need not be rescheduled. The team is advised that canceling of the game may result in difficulty in seeding the team at their correct level of play.

3.7 If the score of a game is tied at the end of regulation time, the game shall be declared a tie and each team shall receive one point.

3.8 NO CHANGES, except additional penalties are to be made to a game sheet after the game sheet has been signed by the officials and given to the coaches


PLAYOFFS
4.1 Playoff games shall be played for the purpose of determining the T.T.R.L. representative for the championship side at the Regionals.

4.2 The T.T.R.L. Board of Directors shall determine the playoff format to be used, for each division and age group,

4.3 When only one team is in a division they will represent T.T.R.L. at the Regionals but are in a division up for the T.T.R.L. playoffs. The games played in the playoffs against this team do not count against the teams in the higher division in determining the T.T.R.L. representative.

4.4 If the score of a game is tied at the end of regulation time, the game shall be declared a tie and each team shall receive one point.

4.5 Player substitutions are allowed during playoff games and shall meet the requirements of section 2.4.

4.6 The visiting team has the right to request the Referee In Chief of T.T.R.L. to assign one of the two referees for any playoff game. The provisions of section 5.3 would also apply.

4.7 If more than two teams have an equal number of points after completion of the scheduled playoff games, first place shall be determined using the O.R.A. tie breaking format except that a mini game shall not be played.

4.8 Tournament games cannot be used as playoff games.

4.9 The rules of cancellation of a game as described in section 3.6 apply.


OFFICIALS
5.1 All referees are to be O.R.A. carded and as close as possible to meeting the minimum level refereeing requirements for the game.

5.2 The home Association shall provide and pay both referees for all games.

5.3 Any requests for referees must be directed through the local Talbot Trail representative, and a referee could be assigned by the Talbot Trail Referee-in-Chief. The requesting association will pay all travel expenses as determined by the T.T.R.L..

5.4 If a qualified official is not present, both coaches are to sign the back of the game sheet to agree on a replacement or to agree to play the game with only one referee.

5.5 In all games including playoff games, the home Association shall be responsible for an official scorekeeper, timekeeper, and shot clock operator (if required).

5.6 The home team shall be responsible for keeping the white copy of the game sheet after the game has been completed.


PROTESTS
6.1 Any protest must be forwarded in writing to the President of the T.T.R.L. by the Association T.T.R.L. Representive or Association President within 72 hours of the said game.

6.2 No committee member is eligible to vote in protest involving their home Association. The President shall find a suitable replacement.

6.3 A $100.00 protest fee must accompany the protest. If the protest is upheld only $50.00 is refundable and the remaining $50.00 will be used for expenses incurred to the protest committee, due to the protest.

6.4 All protests must meet the O.R.A. criteria for protests.

6.5 No protests shall be entertained against the officials judgement and/or application of the playing rules on the ice.
